A chaotic evil villain is a character who doesn’t concern themselves with morality or rules. They do what they want when they want. And often, what they want is as much death and destruction as possible. They feel no mercy or remorse for the abhorrent things they do. In fact, they typically get a perverse joy out of the suffering of others.

Sometimes they have a reason for being cruel and ruthless, but it isn’t usually a justified one. These villains are simply monsters who are evil to their core. And these are the most compelling ones the video game industry has ever produced.

7 David – The Last Of Us

Surviving in a post-apocalyptic world isn’t easy. Therefore, you can’t use real-world morality to judge the people in that situation. That is why it’s hard to determine whether the likes of Joel or the Fireflies are villains in The Last Of Us.

However, there’s no denying that David is a villain and a very cruel one. His evil intentions aren’t clear when you first meet him, as he has a friendly demeanor, but it’s all a facade. David is a monster who eats people and seemingly feels no remorse for doing so. If that wasn’t bad enough, he also seems to be a sexual predator who is particularly interested in young girls.

6 Bloody Mary – The Wolf Among Us

The Wolf Among Us is based on the Fables comics, which contain warped versions of fairytale characters. In the game, you encounter Bloody Mary, who is one of the most underrated villains in gaming. This woman is terrifying due to her incredibly sadistic nature and the constant crazed look in her eye.

She gets a twisted pleasure from killing people, whether it’s the children who say her name in the mirror or anyone who gets in her way. And she doesn’t just snap their necks. She brutalizes her victims before finishing them off.

5 Vladimir Makarov – Call Of Duty Series

Vladimir Makarov doesn’t just fight in wars – he starts them. This is seen in Modern Warfare 2’s infamous No Russian mission, where he conducts a terrorist attack and frames the United States for it. As such, he kickstarts a major conflict between Russia and the west.

He claims to want to make his country a superpower again and restore the Soviet Union. While some of that might be true, his actions can also be explained by the fact he loves war and death. And he feels no remorse over the many lives he takes in order to achieve his goals, not even when they’re his own countrymen.

4 Vaas Montenegro – Far Cry 3

Vaas is a classic example of a villain overshadowing the main hero. After all, he is the character people most associate with Far Cry 3. This is due to his litany of compelling but unhinged monologues. Despite how popular of a character he is, though, there’s no denying that he’s a terrible human being.

After all, this is a man whose entire existence seems to be based on torturing and killing people. Sometimes he tortures them physically. On other occasions, he puts them through mental anguish. His main goal is to make his victims’ lives living hells. He doesn’t seem to have any other desires beyond that.

3 Frau Irene Engel – Wolfenstein Series

Naturally, all Nazis are terrible people. Yet, Irene Engel from the Bethesda Wolfenstein games is the absolute worst – besides Hitler himself. She is a high-ranking member of the Nazi regime and is determined to wipe out anyone she believes to be inferior, which is pretty much everybody in her mind.

It’s not just that she feels they need to be killed – she actively enjoys murdering them in often brutal ways. In one scene, in particular, she joyfully decapitates a person and messes around with their head afterward. This is the sort of unremorseful monster Engel is.

2 Kefka – Final Fantasy Series

Out of the many villains in the Final Fantasy series, Kefka is certainly the most chaotic evil. This maniacal clown doesn’t have a merciful bone in his body. In fact, he even says that mercy is for wimps.

All he cares about is death and destruction. So much so that his sole goal throughout the game is to destroy everything and exterminate everyone. The reason for this is that he hates life in general. Plus, he also loves the sight and sound of people suffering, which often prompts him to burst out his signature creepy laugh.

1 The Joker – Batman: Arkham Series

The Joker is perhaps the best example of a chaotic evil villain in all types of media. And one of the best versions of the character features in the Arkham series. Throughout these games, he does many horrible things for his own amusement. He kills, tortures, and abuses people constantly because he finds it fun.

The cruel clown doesn’t care about who he hurts or whose life he ruins. He doesn’t even care about his own life. His only real goal beyond creating as much chaos as possible is to mentally break Batman and force him to go on a murderous rampage. His complete lack of morals or mercy makes him difficult for Batman to stop, and, incidentally, one of the best villains in the series.
